Changes Missouri law to require issuance of only one license plate per motor vehicle instead of two plates, except for personalized license plates which may have two plates.

Modifies section 301.120 to require vehicle owners moving to another state or ceasing vehicle operation to return license plate(s) to the director of revenue within 90 days.

Updates section 301.130 to replace all references to "set of license plates" with "one license plate" throughout the registration and display requirements.

Exempts personalized license plates from the one-plate requirement, allowing owners to obtain personalized plates under existing procedures established in section 301.144.

Updates section 301.144 to clarify that personalized license plate provisions are not subject to the single-plate limitation for regular motor vehicles.
