Establishes procedures for absent uniformed services voters and overseas voters to request voter registration and absentee ballot applications by mail or electronic means, with at least one electronic option required.

Requires election authorities to accept valid voter registration applications and absentee ballots from absent uniformed services and overseas voters regardless of paper or envelope type restrictions.

Mandates absentee ballots, ballot envelopes, and mailing envelopes be printed and available no later than 45 days before general, primary, and special elections for federal office.

Allows absent uniformed services voters and overseas voters to receive absentee ballots by electronic transmission if requested, and permits use of facsimile transmission or approved Department of Defense electronic programs for ballot return.

Creates a free access system enabling absent uniformed services voters and overseas voters to track whether their absentee ballots have been received by election authorities.
