Repeals and reenacts section 620.515, RSMo to establish the "Hero at Home" program to assist military families and returning service members with employment and financial needs.

Program serves spouses of active duty National Guard or reserve component service members during deployment and up to one year following discharge, and assists returning service members unable to return to previous employment.

Department of Economic Development operates the program through existing programs or contracts with qualified local workforce investment board providers offering services including financial assistance, childcare/transportation help, vocational training, paid internships, and job placement.

Eligible families must have a primary income earner deployed for over four months, no longer available primary income, significant financial hardship, and no outside resources available.

Program becomes effective July 1, 2006, with operations to begin by August 1, 2006, and requires a department report to legislative leadership by January 1, 2011.
