Requires Missouri Department of Transportation to provide full consideration for safety and contiguous routes for bicyclists, pedestrians, disabled persons, and transit users of all ages and abilities in all plans, programs, and projects.

Establishes pedestrians and bicyclists as ordinary and accepted users of the state highway system, except where specifically prohibited by law.

Mandates the department give full consideration to bicycle ways, pedestrian ways, and appropriate accommodations in planning and development of transportation facilities, incorporating them into state plans and programs.

Exempts consideration requirements where population is sparse, costs are excessively disproportionate to need or use, or where bicycling or walking is not permitted.

Requires the department to establish planning, design, construction, maintenance, and operations standards for accommodations for bicyclists, pedestrians, disabled persons, and transit users, plus appropriate staff training programs.

Authorizes the highways and transportation commission to expend state road fund money for accommodations benefiting bicyclists, pedestrians, disabled persons, transit passengers, and other non-motor vehicle users of public roadways.
