Repeals and reenacts section 56.700 relating to compensation for prosecuting attorneys and county counselors handling mental health matters.

Authorizes prosecuting attorneys in second, third, and fourth class counties containing a state mental health facility (serving at least 80 overnight inpatients) to employ an assistant prosecuting attorney at $15,000 annually, funded by the state.

Authorizes county counselors or circuit attorneys in first class charter counties with cities over 450,000 population and cities not within counties to employ an assistant at $15,000 annually, funded by the state.

Allows prosecuting attorneys and county counselors/circuit attorneys in eligible counties to hire additional investigative and clerical personnel (not to exceed $15,000 annually per county) for mental health-related duties.

Provides Boone County (first class county with 135,400-135,499 inhabitants) an annual reimbursement of up to $30,000 from state funds ($15,000 for county counselor duties plus up to $15,000 for investigative and clerical personnel costs related to mental health matters).
