Repeals and replaces section 349.010, RSMo, relating to definitions used in Missouri's industrial development corporation statutes (sections 349.010 to 349.100)

Expands the definition of "project" to include construction, extension, and improvement of public roads in addition to previously defined industrial and commercial facilities

Maintains existing project definitions including factories, manufacturing plants, distribution centers, warehouses, hospitals, nursing facilities, and pollution control facilities

Preserves restrictions that municipal projects must be located within incorporated city limits (except with county approval) and county projects must be in unincorporated areas (except with municipal approval)

Continues to exclude facilities for the distribution of electricity, gas, water, telephone, cable television, and other public utilities from the definition of eligible projects
