Prohibits telecommunications providers from billing customers for miscellaneous products or services without the customer's authorization.

Defines "miscellaneous products or services" as any product or service billed on a phone bill that is not telephone exchange service, telephone toll service, ancillary services, pay-per-call services, or telephone billed purchases.

Allows customers to notify the Attorney General or Public Service Commission if a telecommunications provider bills them without authorization.

Authorizes the Attorney General to file civil actions to enjoin violations, enforce compliance, and obtain damages on behalf of state residents, with notice required to the Federal Communications Commission.

Applies only to the extent not preempted by federal law.
