Repeals existing restrictions that prevent cities with 700,000+ population from interfering with the Board of Police Commissioners and allows establishment of a municipal police force under city control as of August 28, 2010.

A city not within a county may establish a municipal police force to preserve public peace, prevent crime, enforce state laws and city ordinances, and regulate private security personnel.

Requires the municipal police force to immediately employ all existing police officers and employees at their current salaries and provide all accrued benefits including vacation, sick leave, health insurance, and pensions.

Expires all provisions of previous police commission statutes (sections 84.015 through 84.340) and the terms of Board of Police Commissioners upon the effective date.

Police pension systems created under chapter 86 shall continue to be governed by chapter 86 as amended.
