Allows sewer district board of trustees to fill vacancies within 60 days if the county governing body fails to appoint a replacement trustee.

Increases the board size for first classification charter counties with cities over 350,000 population from 8 to 10 members, and from 9 to 11 members if adjoining county territory is included.

Expands sewer district annexation agreement procedures to apply to all third classification counties (previously limited to specific counties with population thresholds).

Allows subdistrict advisory board members to hold multiple positions if the board has fewer than three members, and permits the sewer district to appoint advisory board members if counties or political subdivisions fail to do so within 60 days.

Grants sewer districts the authority to establish and collect sewerage service charges, including tap-on fees, on the same basis as cities and towns.
