Makes the entity that created a tow-away zone liable for all towing and storage charges if a vehicle is removed from a tow-away zone that lacks visible marking.

Requires towing companies operating in Missouri to maintain a verifiable business address, fenced/secure storage, 24/7 availability, liability insurance of at least $500,000 per incident, workers' compensation insurance, and current vehicle registrations.

Exempts towing companies located in counties of the second, third, and fourth classification from the operational requirements in the bill.

Applies to law enforcement authorized towing of abandoned vehicles under various circumstances including violations of parking laws, obstruction of traffic, and when vehicles are reported stolen.
