Repeals and replaces Section 191.765, RSMo, to modify the definition of "public place" under the Indoor Clean Air Act (sections 191.765 to 191.773 and section 290.145)

Adds state correctional centers and their grounds to the list of enclosed indoor areas defined as "public places" where smoking restrictions apply, effective July 1, 2011

Maintains existing definitions of related terms including "bar," "tavern," "proprietor," "restaurant," "smoking," and "public meeting" without substantive changes

Includes comprehensive list of venues already classified as public places such as retail establishments, health care facilities, public transportation, libraries, educational facilities, and entertainment venues
