Requires taxpayers to indicate on Missouri income tax returns beginning January 1, 2010 whether each dependent child claimed as an exemption has health care coverage.

Directs the Department of Revenue to notify taxpayers with uninsured dependent children whose household income does not exceed the income threshold under 42 U.S.C. Section 1397CC that their children may qualify for the state children's health insurance program (SCHIP).

Designates the Department of Social Services to develop the notice, which must include information on enrolling children in the program, and prohibits other SCHIP-related notices to taxpayers.

Prohibits penalties against taxpayers who fail to provide or provide inaccurate information required under this section.

Requires the Department of Revenue and Department of Social Services to report annually to the governor and general assembly on the number of families claiming dependent exemptions, those with uninsured dependents, those receiving program information, and those who applied to SCHIP.
