Establishes a three-year pilot program called the "Metropolitan District Dropout Prevention and Recovery Program" administered by the Department of Elementary and Secondary Education with grants available for renewal.

Schools within the metropolitan school district are eligible as grantees and may contract with organizations to provide services including research-based behavior-change strategies, referral systems, academic progress support, and job skills training with stipends.

Department must accept applications during school year 2010-2011 for program implementation beginning in the 2011-2012 school year and must promulgate rules by January 1, 2011.

Creates the "Metropolitan District Dropout Prevention and Recovery Fund" in the state treasury funded through general revenue appropriations, with funds used solely for program administration and allowed to carry over between fiscal periods.

Program automatically sunsets six years after the effective date unless reauthorized by the General Assembly, with a maximum sunset of twelve years from reauthorization under Missouri's sunset review provisions.
