Establishes the "Governor's Dropout Advisory Commission" with members including state legislators, department representatives, higher education institutions, alternative school directors, business representatives, nonprofit providers, civic organizations, parents of dropouts, and youth ages 17-21 who have dropped out of school.

Commission membership shall include broad representation from both urban and rural Missouri citizens concerned with social costs and quality of life impacts of school dropout.

Service on the commission is voluntary; non-state employee members receive reasonable reimbursement for expenses incurred in official duties, subject to appropriations.

Commission duties include advising the governor, general assembly, and state agencies on dropout prevention and recovery issues, and developing recommendations for a comprehensive state plan to enhance dropout prevention and recovery services.

Department of Elementary and Secondary Education shall provide administrative support and staff for the commission and promulgate necessary rules and regulations.
