Establishes registration requirements for residential and commercial septage pumpers operating in Missouri with the Department of Natural Resources, including company name, addresses, phone number, counties of operation, and payment of a processing fee.

Registration expires after four years and is renewable upon payment of a renewal fee set by the department.

Requires registered septage pumpers to maintain records of removal sites including amount removed, dates of removal and discharge, discharge location, and time of discharge to treatment plants.

Mandates the Department of Natural Resources provide an updated list of registered septage pumpers to each county health department annually beginning June 1, 2011.

Protects publicly owned wastewater treatment works from fines or penalties for permit violations caused by treatment malfunctions from accepted septage, provided the treatment works responded reasonably and reported the failure to state and federal agencies.
