Allows vehicle owners to obtain personalized specialty license plates featuring the National Multiple Sclerosis Society's official emblem after paying an annual $25 emblem-use fee to either the Gateway Area Chapter or Mid-America Chapter.

Vehicle owners must pay an additional $15 fee to the director of revenue (beyond regular registration fees) to receive the specialty plate upon presentation of an emblem-use authorization statement.

License plates shall display "MULTIPLE SCLEROSIS SOCIETY" in place of "SHOW-ME STATE" and be made with fully reflective material that is clearly visible at night.

Applies only to personalized vehicles owned solely or jointly, excluding apportioned motor vehicles and commercial vehicles exceeding 18,000 pounds gross weight.

Requires a minimum of 200 pre-applications and $5,000 application fee to the department of revenue before plate design approval and manufacture can proceed.
