Authorizes personalized specialty license plates bearing the Nixa Education Foundation emblem for vehicle owners who pay an annual $15 emblem-use fee to the foundation.

Vehicle owners must present an emblem-use authorization statement to the Director of Revenue along with a $15 fee in addition to regular registration fees to obtain the specialty plates.

Plates are restricted to non-commercial vehicles under 18,000 pounds gross weight and must display "NIXA EDUCATION FOUNDATION" instead of "SHOW-ME STATE".

Revenue from the specialty plate program, except reasonable administrative costs, must be dedicated solely to the Nixa Education Foundation.

The Department of Revenue requires a minimum of 200 pre-applications and a $5,000 application fee before manufacturing the specialty plates, and will not produce plates until 200 applications with required fees and documentation are received.
