Establishes that all requests for records filed or recorded by the recorder of deeds dated after December 31, 1969 must be made to the office where the record was originally recorded.

Allows recorders of deeds in counties with a charter form of government and between 600,000-700,000 inhabitants to collect optional $1 donations when recording specified instruments, with donations forwarded monthly to the county treasurer for the housing resource commission fund to assist homeless families.

Permits local registrars in charter counties with 600,000-700,000 inhabitants to collect optional $1 donations when issuing marriage licenses or birth certificates, with donations forwarded to the county treasurer for the housing resource commission fund.

Establishes vital records fees of $13 for the first death record certification and $10 for additional copies, and $15 for birth, marriage, divorce, and fetal death records, with funds allocated to the general revenue fund, children's trust fund, endowed care cemetery audit fund, and public health services fund.

Changes the language in section 429.110 from "filed" to "recorded" for lien notices with the recorder of deeds and eliminates specific fee amounts (25 cents per notice, 50 cents per certified copy), instead requiring applicable recording fees as taxable costs in lien suits.
