Expands the definition of "tattoo" to include "permanent cosmetics" and adds permanent cosmetics practitioners to all existing regulations for tattooing, branding, and body piercing.

Requires parental or legal guardian written consent for applying permanent cosmetics to minors, with fraudulent misrepresentation of parentage constituting a class B misdemeanor.

Prohibits practitioners from applying permanent cosmetics to persons under the influence of intoxicating liquor or controlled substances.

Requires licensing of permanent cosmetics practitioners and establishments through the director of the division of professional registration, with license fees established by rule.

Allows practitioners with active tattoo licenses to obtain permanent cosmetic licenses upon application beginning August 28, 2010, and extends temporary licensing provisions to permanent cosmetics practitioners at conventions.
