Adds new definition of "condition" to allow state veterinarian to examine animals or birds for suspected presence of toxins and require further examination or observation for confirmation.

Adds new definition of "holding period" to restrict movement of animals or birds into or out of a premise by order of state veterinarian or authorized representative prior to confirmation of contagious disease or condition.

Authorizes state veterinarian or representative to implement a holding period for a premise until investigation and confirmation of contagious and infectious disease or condition is completed.

Requires animals or birds to be released from holding period or placed under permanent quarantine by state veterinarian or representative once investigation and testing is complete.

Expands existing disease investigation and quarantine procedures to include suspected toxin presence in addition to confirmed contagious and infectious diseases.
