Repeals and replaces section 230.220, RSMo, regarding county highway commission composition and compensation.

County highway commission shall consist of three county commissioners and one person elected from the unincorporated area of each of two county commission districts.

Elected members from district A serve initial two-year terms; elected members from district B serve initial four-year terms; all subsequent terms are four years.

Changes compensation for non-county governing body members from a fixed $15 per day for the first meeting and $5 for subsequent meetings to an attendance fee set by the county's governing body, matching amounts received by county governing body members.

Mileage allowance for non-county governing body members is standardized to match the per-mile rate received by county governing body members, paid from the road and bridge fund.
