For adoptions completed after August 28, 2010, eliminates the requirement for biological parent consent before releasing identifying information (name, date of birth, place of birth, last known address) to adopted adults.

Requires that specific adoption documents including the original birth certificate, consent forms, adoption decree, and petition be subject to release in accordance with updated disclosure procedures for adoptions completed after August 28, 2010.

Exempts adopted adults age 18+ who were adopted after August 28, 2010 from the general confidentiality restrictions on adoption court records, allowing them access to their files.

Maintains stricter confidentiality and consent requirements for adoptions completed before August 28, 2010, preserving biological parent consent provisions for those earlier cases.
