Requires certificates of inspection and approval issued by official inspection stations to be printed on official watermarked forms furnished by the Missouri State Highway Patrol superintendent.

Inspection stations must inform vehicle owners that required repairs or corrections need not be made at the inspection station and must provide written estimates before performing repairs.

Inspection fees capped at $12 for vehicles and $10 for trailers or motorcycles, with fees conspicuously posted and no additional charge for follow-up inspections within 20 days if made by the same station.

Superintendent collects $1.50 per inspection certificate sold to stations, with $1 credited to the state highway fund and $0.50 to the newly created Highway Patrol Inspection Fund for administration and enforcement.

Violations of inspection station requirements constitute a Class C misdemeanor.
