Requires the Department of Elementary and Secondary Education to establish specific admission and rejection criteria for nonresident students from unaccredited districts seeking to attend accredited schools in adjoining districts prior to the 2011-2012 school year.

Prohibits public schools from denying admission to nonresident students from unaccredited districts unless the established criteria are met.

Allows appeals of admission decisions by either the school district or the parent to the state board of education.

Maintains existing provisions requiring unaccredited districts to pay tuition and provide transportation for students attending accredited schools in the same or adjoining counties.
