Authorizes Missouri to promote and sell "Heritage Birth Certificates" and "Heritage Marriage Certificates" in addition to standard vital records.

Heritage certificates must be secure documents compliant with the Federal Intelligence Reform and Terrorism Prevention Act of 2004, suitable for display, and may bear the state seal and governor's signature.

Heritage certificates have the same legal status as original or certified birth or marriage certificates and are only available to individuals born or married in Missouri.

Establishes a $50 fee per heritage certificate with revenue distributed as follows: $4 to general revenue fund, $10 to children's trust fund, $1 to endowed care cemetery audit fund, $15 to crippled children's services fund, and $20 to Missouri public health services fund for vital records administration.
