License must be renewed annually by May 1st and expires June 30th each year; a separate license is required for each retail location.

Licenses must describe the specific premises where tobacco products may be sold and must be displayed publicly in the retailer's place of business.

Sellers must obtain a statement from the Director of Revenue confirming payment of all sales and use taxes before a license can be issued or renewed.

Selling tobacco products without a valid license is a misdemeanor punishable by a fine of $100 to $1,000, imprisonment for up to one year, or both; establishes an "Alcohol and Tobacco Enforcement Trust Fund" from collected license fees to support enforcement activities.
