Establishes DWI dockets in circuit courts as an alternative judicial process for cases involving alcohol use, operating alongside existing drug courts.

Allows courts to issue limited driving privileges to otherwise ineligible drivers who successfully complete a section 478.001 drug or DWI court program, after completing 45 days of any license suspension or revocation period.

Requires limited driving privileges issued under the DWI court program to include proof of functioning ignition interlock device installation and proof of financial responsibility as mandatory conditions.

Permits persistent, aggravated, and chronic DWI offenders to suspend imposition of sentence or avoid minimum imprisonment requirements if they actively participate in or successfully complete a DWI court program under section 478.001.

Modifies sentencing minimums for persistent offenders from ten days to thirty days of imprisonment, unless the offender enters a section 478.001 program; allows aggravated and chronic offenders to serve DWI court program participation in lieu of two-year minimum imprisonment for chronic offenders.
