Repeals and reenacts Section 130.016 of Missouri Revised Statutes regarding committee filing requirements for candidates for statewide, general assembly, and municipal offices.

Candidates for statewide elected office, general assembly, or municipal office in cities with populations exceeding 100,000 may file a sworn exemption statement to avoid filing disclosure reports if aggregate contributions and expenditures do not exceed $500 and no single contributor (other than the candidate) contributes more than $325.

Candidates filing exemption statements must maintain records of contributions and expenditures and file a statement of limited activity for each reporting period.

Candidates with existing committees from prior elections may file exemption statements if they comply with contribution and expenditure limits, and are not required to file disclosure reports for the election for which they claim exemption.

Any candidate forming a committee must designate the specific office for which they are seeking nomination or election when filing to form the committee.
