Repeals and replaces section 376.816, RSMo to modernize language regarding health insurance coverage for adopted children.

Requires all health carriers and health benefit plans (except Medicaid) issued or renewed in Missouri on or after January 1, 2011 to cover adopted children on the same basis as other dependents.

Coverage becomes effective from date of birth if adoption petition is filed within 30 days of birth, or from date of placement if petition is filed within 30 days of placement.

Coverage continues unless the adoption placement is disrupted and the child is removed, and must include treatment of pre-existing medical conditions from before the placement date.

Defines "health benefit plan," "health carrier," and "placement" by referencing section 376.1350 and specifying placement means physical custody by the adoptive parent.
