Creates Missouri Home Inspectors' Board with five members (three licensed inspectors, one from a third class county, one public member) appointed by the governor to establish licensing requirements and standards for home inspectors.

Requires individuals performing home inspections for compensation to obtain a state license; exempts property owners inspecting their own property, government employees, real estate professionals, insurance company employees, and those inspecting two or fewer home systems.

Establishes licensing requirements including 80 hours of board-approved classroom training or apprenticeship, passing an examination, demonstration of knowledge and competence, and good moral character.

Creates Missouri Home Inspectors' Fund from collected licensing fees to support board operations; allows fund balance to carry over if it does not exceed two to three times the preceding year's appropriation.

Imposes civil liability limit of one year from inspection completion; permits only clients to sue for damages; requires home inspectors to maintain general liability insurance; violation of licensing requirements is a Class B misdemeanor.
