Requires chief law enforcement officials to charge sex offenders up to $10 for initial registration and $5 for each subsequent registration change (changed from permissive "may" to mandatory "shall").

Establishes failing to register as a sex offender as a Class D felony (or Class C felony if the underlying offense was unclassified, Class A/B, or involved a child under 14).

Creates escalated penalties for repeat offenses: second offense is Class D felony (or Class C under certain conditions), and third offense carries 10-30 years imprisonment with mandatory 2-year minimum before parole eligibility.

Prohibits judges from suspending sentences, imposing fines in lieu of imprisonment, or granting conditional release before 2 years for third-time offenders.

Authorizes county sheriffs to charge noncompliant sex offenders up to $500 reimbursement fee for search and apprehension costs, with fees dedicated to sheriff department expenses.
