Requires each election authority to offer paper ballot cards to all eligible voters in elections where state or federal offices or measures appear on the ballot.

Paper ballots cast under this section shall be counted and treated as regular ballots for all purposes, except for voters who would otherwise be required to cast provisional ballots.

Mandates election authorities post conspicuous notices at polling locations stating that paper ballot cards are available and voters may request them, with notices printed by the Secretary of State.

Requires the state to pay the direct costs of printing a sufficient number of paper ballot cards for all elections involving state or federal offices or measures.
