Creates the "Missouri Commission on Prevention and Management of Obesity" within the Department of Health and Senior Services, to exist until August 28, 2012.

Commission shall collect and analyze obesity data for children and adults, identify available programs and services, assess economic impacts, identify barriers to prevention and management, and provide recommendations with estimated implementation costs.

Commission composed of minimum 22 members including state department directors, legislators, medical professionals, university representatives, and representatives from food service, restaurant, and food manufacturing industries.

Department of Health and Senior Services shall establish a resource databank on obesity accessible to institutions, physicians, hospitals, policymakers, and the public by January 1, 2011.

Department may provide technical assistance to schools to create healthy nutrition environments including nutrition education, quality meals based on USDA dietary guidelines, and physical activity programs.
