Repeals section 115.346 which previously prohibited candidates with unpaid city taxes or municipal user fees from appearing on ballots for municipal offices.

Adds city taxes and municipal user fees to the list of tax delinquencies that disqualify candidates for public office, requiring candidates to file an affidavit with the Department of Revenue confirming no tax delinquencies.

Creates section 321.018 prohibiting fire protection districts from compensating contractors for services after contract termination, except for work actually performed.

Adds requirement that fire protection district directors who are found guilty of or plead guilty to any felony must immediately forfeit their office.

Reduces the signature requirement for recall petitions of fire protection district officers from 25 percent to 20 percent of voters in the most recent gubernatorial election in that district.
