Prohibits possession or use of beer bongs and rapid alcohol consumption devices on Missouri rivers, with violations classified as Class A misdemeanor.

Bans large volume alcohol containers exceeding 4 gallons and expanded polystyrene coolers within 50 feet of rivers, except in developed areas like campgrounds and parking lots; exemptions do not apply to Mississippi River, Missouri River, or Osage River.

Requires boating safety identification card or valid Coast Guard license for vessel operators born after January 1, 1984, on state lakes, with exemptions for certain nonresidents, military personnel, and those with out-of-state boating certificates.

Establishes temporary boater education permits for nonresidents renting vessels, expiring after 30 days or upon obtaining permanent identification card; temporary permit provision terminates December 31, 2010.

Requires boat dock owners on large lakes to display permit numbers and 911 addresses on the lake-side of docks in legible lettering at least 3 inches tall with contrasting color; violation is an infraction with fines up to $25.
