Repeals and reenacts section 313.830, RSMo, relating to prohibited acts on excursion gambling boats with updated penalty provisions

Removes the provision that made a licensee guilty of a class B misdemeanor for exchanging tokens, chips, or other forms of credit for anything of value, except as provided in section 313.817

Maintains class D felony penalties for operating unlicensed gambling excursions, operating excursions outside specified methods, and employing shills or decoys

Establishes class B misdemeanor (first offense) and class A misdemeanor (subsequent offenses) for permitting minors under 21 to wager or aiding minors in entering gambling boats

Maintains class D felony penalties and lifetime ban from excursion gambling boats for various cheating, fraud, and bribery offenses; grants concurrent jurisdiction to state attorney general and local prosecutors for enforcement
