State elected officials, state executive branch managerial staff, and officers and leadership staff of the Missouri House and Senate must undergo chemical testing of blood or urine for drug content before taking office and once every two years thereafter.

Testing costs shall be paid by the official, officer, or staff member being tested.

Chemical tests must be performed using methods and devices approved by the state department of health and senior services by licensed medical personnel or persons with valid permits from that department.

Any member of the General Assembly who is arrested two or more times during their term of office shall immediately forfeit and vacate their office.

Persons administering tests are not civilly liable for damages except in cases of negligence or willful or wanton conduct.
