Repeals and replaces section 67.402, RSMo to expand which counties may enact nuisance abatement ordinances.

Authorizes five specific categories of counties to enact nuisance abatement ordinances: counties of the first classification with populations between 135,400-135,500; between 71,300-71,400; without charter government with 198,000-199,200 residents; with 85,900-86,000 residents; and counties of the third classification without township government with 16,400-16,500 residents.

Allows counties to abate nuisances including rubbish, trash, derelict vehicles and equipment, broken furniture, and overgrown weeds in residential areas that endanger public safety or health.

Requires ordinances to establish notice procedures, inspector duties, and provide property owners at least 10 days' written notice before county commission hearing to determine if property is a nuisance.

Permits counties to remove nuisances themselves if owners fail to comply within 7 days, with removal costs added to the owner's property tax bill as a lien until paid.
