Creates section 1.330 prohibiting laws or rules from compelling any person, employer, or health care provider to participate in any health care system.

Allows persons and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept direct payment without penalties or fines.

Permits purchase or sale of health insurance in private health care systems, subject to reasonable and necessary rules that do not substantially limit a person's options.

Allows domestic stock insurance companies to voluntarily dissolve under corporate law if the insurance director approves and conditions are met, including no written premiums for five years and satisfaction or transfer of all policyholder claims.

Submitted to voters for approval at an election on the first Tuesday following the first Monday in August 2010, with effectiveness contingent on voter approval.
