Repeals and reenacts section 483.015 of Missouri Revised Statutes regarding circuit clerk selection and tenure.

Circuit clerks in the 28th judicial circuit shall be appointed by a majority of circuit judges and associate circuit judges of each county, voting together (en banc).

Circuit clerks in the 28th judicial circuit may be removed for cause by a majority of circuit judges and associate circuit judges of each county, en banc, following supreme court administrative rules.

Effective date of February 15, 2010, with elected circuit clerks in office at that time continuing to serve the remainder of their elected terms under the new appointment system.

Maintains existing provisions allowing Jackson County and St. Louis County to use charter-provided court administrators instead of elected circuit clerks.
