Expands the definition of "private property" and "unlawful entry" in self-defense laws to include privately owned or leased real property, allowing deadly force against intruders on such property.

Lowers the minimum age for concealed carry endorsements from 23 to 21 years old and adds prosecuting attorneys/circuit attorneys who complete firearms safety training to the list of exemptions from unlawful weapons restrictions.

Adds a new felony crime for possessing a firearm while also in possession of controlled substances sufficient for a felony violation, and prohibits suspended imposition of sentence for repeat firearms-related felony offenders.

Creates sections 571.085 and 571.087 allowing Missouri residents to purchase rifles and shotguns in other states and allowing out-of-state residents to purchase rifles and shotguns in Missouri, subject to federal law and applicable state laws.

Modifies concealed carry rules to allow general assembly members and full-time legislative employees holding valid concealed carry endorsements to carry firearms in the state capitol building and legislative meetings, and adds a processing fee of up to $10 for certain administrative changes to concealed carry endorsements.
