Allows employers to pay employees under 18 years old a minimum wage of at least 75% of Missouri's minimum wage for the first 90 days of employment, provided it meets the federal Fair Labor Standards Act minimum wage requirement.

Exempts seasonal employees who return to substantially the same employer within 18 months from the reduced wage provision.

Prohibits employers from displacing existing employees (including reducing hours, wages, or benefits) to hire workers at the reduced wage rate; violations constitute a class D felony.

Authorizes the attorney general to investigate violations and permits civil actions for actual damages, punitive damages up to three times actual damages, and attorney fees.

Automatically sunsets three years after the effective date of the legislation under Missouri's sunset act provisions.
