Expands civil air patrol leave protections to employees of private employers with 50 or more employees, not just state employees.

Allows up to 15 working days of paid leave per calendar year for civil air patrol emergency service duty or counter narcotics missions, or unlimited leave during state or nationally declared emergencies.

Permits employers to request exemption of specific employees from civil air patrol missions, with the Missouri wing commander required to honor such requests.

Makes salary payment during civil air patrol leave optional for private employers, though they must still provide other job protections and benefits.

Prohibits discharge or discrimination against civil air patrol members and requires the attorney general to enforce civil air patrol members' rights under this section.
