Increases the assessed valuation threshold for Classification 1 counties from $600 million to $900 million, effective August 28, 2010.

Increases the assessed valuation threshold for Classification 2 counties from $400 million to $600 million, effective August 28, 2010.

Requires annual adjustment of all county classification thresholds based on the percentage change in the Consumer Price Index for all urban consumers (CPI-U), with the State Tax Commission calculating and publishing the adjusted amounts.

Allows municipalities to annex contiguous land within research, development, or office parks with written consent of all property owners in the unincorporated area.

Prohibits a specific fourth classification city (2,300-2,400 inhabitants in a charter county with 198,000-199,200 inhabitants) from annexing adjacent territory without registered voters unless it obtains written consent from all real property owners.
