Requires municipalities to mandate a comprehensive economic impact study for large-scale retail developments (75,000+ square feet of gross floor area) before approving land use permits.

Establishes a $40,000 fee paid by applicants to the state, with funds deposited into a new "Comprehensive Economic Impact Study Fund" to cover study costs and municipal expenses.

Requires the study to be completed within four months and assess effects on existing retail operations, employment, wages, municipal revenues and costs, public subsidies, and infrastructure capacity.

Prohibits municipalities from issuing land use permits for large-scale retail developments unless they determine there is "no undue adverse impact" based on the study and public hearing testimony.

Requires public notice to neighboring municipalities and property owners within 1,000 feet of the proposed development, with the applicant disclosing the potential retailer's name.
