Exempts sales of farm products sold at farmers' markets within 100 miles of the vendor's farm from state and local sales and use taxes if the vendor has annual sales of $20,000 or less.

Creates the "Farm to Institution Initiative" within the Department of Agriculture to improve access to locally-grown foods, with a "Farm Fresh Schools Program" targeting 10% locally-sourced food purchases by 2013 and 20% by 2018, and a "Farm to Cafeteria Program" for state institutions targeting 10% by 2020 and 20% by 2028.

Establishes the "Missouri Animal Care Advisory Committee" within the Department of Agriculture composed of legislators, university representatives, state veterinarian, and industry representatives to review and make recommendations on welfare of poultry, livestock, and dog breeding facilities.

Prohibits the Department of Agriculture from contracting with nonprofit organizations for inspection or licensing of animal shelters, pounds, kennels, pet shops, or breeders under existing animal care facility statutes.

Makes operation of unlicensed animal shelters, pounds, kennels, pet shops, or activity as a commercial breeder or dealer a Class A misdemeanor.
