Removes requirement for voters to provide a reason for voting absentee, allowing any registered voter eligible to vote in an election to receive an absentee ballot automatically.

Election authorities must deliver absentee ballots to all registered voters for primary and general elections where they can vote for governor, lieutenant governor, secretary of state, state auditor, state treasurer, attorney general, state representative, and state senator.

Eliminates need for absentee ballot applications for voters automatically provided ballots under the new universal absentee voting provision.

Removes requirement to state reason for voting absentee from ballot envelope statements, though voters must still attest under penalty of perjury that they are qualified to vote and have not voted elsewhere.

Maintains special provisions for federal service members, overseas voters, new residents, and others to vote absentee under existing eligibility criteria and timelines.
