Amends section 610.010 of Missouri's Sunshine Law to add a new definition category for "public governmental body" that includes public officials, statewide elected officials, and state employees when operating in official capacities and using state-funded equipment for official communications.

Reorganizes and renumbers existing subsections (b) through (g) to (b) through (h) to accommodate the new provision regarding public officials and state employees.

Maintains all existing definitions of "closed meeting," "closed record," "closed vote," "public business," "public meeting," "public record," and "public vote" without substantive changes.

Applies the Sunshine Law's open meetings and records requirements to state officials and employees conducting official business using state equipment, expanding government transparency requirements.
