Repeals and replaces section 105.452 of Missouri Revised Statutes relating to ethics prohibitions for elected and appointed officials and employees.

Prohibits elected officials and their staff from registering or acting as a lobbyist for one year after leaving office or employment, except when lobbying solely for a governmental entity within Missouri.

Changes the language in subsection (4) from "must recuse themselves" to "shall recuse themselves" when officials have a special monetary benefit at stake in a matter.

Maintains existing prohibitions on officials accepting payments or gifts conditioned on official acts, using confidential information for personal gain, and using decision-making authority for coercion or extortion.

Adds new prohibition on political subdivision officials offering, promoting, or advocating for political appointments in exchange for anything of value.
