Removes the requirement that registered voters provide a reason for voting by absentee ballot, allowing any registered voter to vote absentee for all candidates and issues they are eligible to vote on.

Eliminates the need for voters to check boxes indicating reasons such as absence from jurisdiction, illness/disability, religious belief, employment as election authority, or incarceration.

Requires absentee ballot applications to be submitted to the election authority of the voter's registered jurisdiction, with applications by mail or facsimile accepted up to 5:00 p.m. on the Wednesday before election day.

Maintains deadlines for absentee ballot applications: in-person applications accepted up to 5:00 p.m. the day before election day, except for new residents and intrastate new residents who may apply until 7:00 p.m. on election day.

Clarifies that notary seals and signatures are not required on absentee ballots for voters citing illness or physical disability as their reason, and prohibits notaries from charging fees for notarizing absentee ballots or voter registrations.
